How to read a Federal Register citation
Understand volume, page, document number, docket, and regulation identifiers in a federal record.
A citation such as 91 FR 3780 points to volume 91 of the Federal Register beginning at page 3780. The
Federal Register document number is a separate stable identifier for the publication. A docket ID groups
rulemaking material, while a Regulation Identifier Number can connect entries in the federal regulatory
agenda.
Store these fields separately. Combining them into one text field makes deduplication, source reconciliation, and correction tracking harder.
