Proposed rule
An agency publication describing regulatory text or policy it is considering, often with an opportunity for public comment; it is not a final rule.
A proposed rule begins or advances a rulemaking process. Monitor its docket, comment deadline, later final action, extensions, corrections, and withdrawal notices. Do not present proposal text as an operative final requirement.
